Preamble: At the time of writing, there are multiple industrial plots sitting completely empty, with many others holding buildings that are empty of industrial machinery.

1. Short Title & Enactment
(a) This bill shall be referred to as the “Industrial Vacancies Act”.
(b) This bill was authored by Lysander Lyon.

2. Definitions
(a) Property Owner: The individual who owns or rents the property in-game.

3. Vacancy Prohibition
(a) Any industrialist property with a total grid score of less than 100, as measured by the power pylon, shall be considered vacant.
(b) If an industrial property is found to be vacant by the Ministry of Urban Development, during its regular inspections under the Industrial Regulation Act, the Property Owner shall be notified and granted 14 days to remedy the issue.
(c) If, after 14 days, the plot is still considered vacant under Section 3a, the Property Owner will be fined $2,500, and be reminded to fix the plot.
(d) If, a total of 30 days after the initial notification, the plot is still legally vacant, the Ministry of Urban Development shall seize the plot, and is granted full legal authority by this Act to do so.
(e) All industrialist plots must have an easily accessible power pylon for the Ministry of Urban Development to record the grid score for. This Act does not require the plot pass inspection, but does require that the Ministry has access to a power pylon to see the grid score.
(i) Failure to comply shall be a Failure to Monitor violation under the Industrial Regulation Act.

Enactment: This Act comes into force immediately upon passage.
