To create a designated borough for Start-ups and new player growth.
Preamble: To designate a special borough within the Isle of Azalea, dedicated to new player growth and to giving a foundation for new companies.
1 - Definitions
(a) “MUD” shall be recognised as an acronym for the Azalean Ministry of Urban Development.
(b) “NPDZ” Shall be the acronym for the “New Player Development Zone”.
(c) “R plots”/”R” shall be recognised as the designator for residential-only plots.
(d) “B Plots”/”B” shall be recognised as the designator for Mixed Business and Residential plots.
2 - Designation Of The New Player Development Zone
(a) MUD shall be tasked with designating and the creation of a new borough to be designated as the NPDZ for which parliamentary approval for the zone of a 50% majority must be achieved.
(a.1) The NPDZ must consist of a mixed development of both “R” and “B” designated plots.
(a.2) The Plots within a NPDZ must not exceed a base sale price value of $10,000.
(a.3) The NPDZ may not overlap existing plots/developments within the city unless those plots are already within the ownership of the Government.
(a.4) The NPDZ proposal must come with a clear guide for the limitations upon minimum height, style and uses. To which will be legally recognised to be enforceable by MUD upon the parliament's approval of the zone.
(b) MUD may at any point request a change to the guide of limitations for the properties within the NPDZ but it must be approved by a majority vote from Parliament. MUD may also request extensions to the size of existing zones with approval from Parliament but all extensions must be compliant with section “2.a”.
3 - Restrictions within The New Player Development Zone
(a) Citizens may only at any one time own 1 plot within a NPDZ, this includes but not limited to a plot that they are actively trying to sell.
(b) Companies may own plots within a NPDZ but the ownership is counted towards the maximum of the player of majority ownership.
(c) Plots within the NPDZ must be developed within 15 days of ownership failure to do so will lead to eviction by MUD. MUD may allow extensions to this minimum development time if deemed necessary.
(d) Plots within the NPDZ may not be used exclusively for the creation and development of rental properties.
(e) Plots within a NPDZ will be required to follow the Guide of Limitations published by MUD failure to do so will be enforceable by Eviction by MUD after 2 warnings 7 days spaced.
Supersede
(a) In any legal conflict, “The New Player Development Zone Act” shall supersede all other plot maximums or ownership restrictions.
Enactment: This Act comes into force immediately upon passage.
