Establish Public Sector Billboard Legislation

Preamble: The purpose of this act is to create and formalise legislation around the bidding processes and the allocation of MEA, billboards. As well as create a framework for the creation or removal of billboards.



1 - Definitions

(a) “Billboards” A fixed structure or attachment to a structure with the pure intended use to act as a form or facilitator for advertisements.
(b) “Advertisements” Any form of image, artwork, infographic or otherwise intended to be distributed/show to the public in order to raise awareness of a given service, product, company or government organisation.
(c) “MEA” is the acronym for Ministry of Economic Affairs
(b) “MUD” as referenced shall stand for the Ministry of Urban Development

2 - The Creation or Removal of Billboards

(a) The MEA may request for billboards to be built on any roadside or above any road as long as it is located within public land. This request shall be sent to MUD in order to survey the site for suitability then approve or deny based on the following factors:
(a.i) Obstructs existing entrances from a building or shop.
(a.ii) Disrupts or overly affects driver visibility on a road.
(a.iii) “Out of place” the billboard requested is significantly in contrast/disrupts its surroundings.
(b) Plot owners may petition MUD to remove billboards if they violate one of the above three factors.

3 - The Allocation and distribution of billboards

(a) All ministries shall be allocated one billboard around the capitol building and one located near or at their current or future headquarters.
(b) The billboards located immediately around the courthouse (specifically the courthouse block defined as the interior region of the square region surrounded by road in which the courthouse is located) shall be allocated for a free public lottery that any may sign up for each month in order to use as they wish.
(b.i) Public lottery billboards shall last until the first of each month before it is replaced by the new lottery winner billboard.
(b.ii) The Lottery sign up shall be conducted one month in advance to when the billboard is meant to be used, a full advertisement shall be required to be created and submitted one week in advance to its usage by the winner of the given billboard.
(c) All billboards excluding those covered by 3.a and 3.b shall have their leases applied for and paid for via a public auction to be hosted by the MEA.
(c.i) All billboards which are gained via auction shall have a lease period of 30 days, before it is replaced by the next winner of the lease at auction.
(c.ii) Lease auctions shall be conducted for the lease of the following lease terms period (meaning 30 days before it will be taken over by its new owner), the lease holder will be expected to submit their planned advertisement 5 days before the lease begins.
(c.ii) Lease auctions will have a minimum starting value of $250 with $50 increases, with a 24hour wait after final bid before closing.

4- Advertisement regulations for Public Sector Billboards

(a) Should a billboard be used in such a way as to violate Minecraft terms of service or any other relevant laws of CRP they shall be removed and the owners shall not be entitled to any refund, unless the change in law happened after the billboard was leased.
(b) Billboards located directly around the courthouse will be disbarred for showing political advertisements.
(c) All billboard images will be required to be approved by a MEA employee to check for the above violations before an advertisement may be added to a public billboard.
(d) All players shall be allowed two leased billboards with an allowance for one additional billboard should they be allocated one via the public lottery.
(d.i) Billboards may only be leased directly to the person who runs the company enterprise or otherwise campaign maker, players may not use their billboard allowance to “sell to other players” (defined as the act of using one's own allowance for maximum billboard space in order to advertise or promote marketing campaigns or companies owned or ran by other players). Violation of this will lead to refunding, cancelation of lease and a block from bidding on leases on billboards for 30 days.


Enactment: This Act comes into force immediately upon passage
