Industrial Regulation Act
Preamble: This act aims to regulate industry in a proactive way. It also aims to improve factories overall usage of power and reduce their total output of pollution. This should result in a cleaner, more efficient and most importantly productive Azalea.

1. Short Title
(a) This bill shall be referred to as the “Industrial Regulation Act.”
(b) This bill was authored by Octavian Russell.

2. Definitions
(a) “Inspector” A property inspector employed from the Ministry Of Urban Development.
(b) "Property" A plot or subplot that is either owned or rented by a person or entity.
(c) "Property Owner" The person or entity who owns or rents the Property.

3. Industrial Inspections
(a) Inspectors shall conduct routine inspections of all industrial properties, except those held by the government.
(i) Inspections must occur once per month during the first week, regardless of the previous inspection date.
(ii) If a property fails inspection, a follow-up inspection must be scheduled within 3–7 days.
(iii) Only properties with an Property Owner are subject to inspection. If the owner is on LOA, any pending inspections must be completed within 3-7 days of their return.
(iv) The Property Owner may refuse entry to any inspector. Refusal of entry may result in a reduced score on the inspection, at MUD’s discretion.
(v) An inspection is complete once the MUD minister or a Deputy MUD minister has signed the industrial inspections.
(viii) Inspectors may only perform actions related to the inspection. Evidence of unrelated crimes discovered during an inspection is inadmissible to preserve inspection integrity.
(b) Inspectors shall use the Industrial Inspection Guidelines to determine pass or fail outcomes.

4. Industrial Violations
(a) Violations are held by the Property Owner per Property. Violations are not considered a criminal offense placed on the Property Owner.
(b) The Property Owner is solely responsible for compliance and administrative fine(s).
(c) Any scheduled inspections for a Property shall persist notwithstanding any change of ownership and the new Property Owner is solely responsible for its result and administrative fine.
(d) Violations shall only be removed from a Property if the Property Owner has passed an industrial inspection or if there has been a change in ownership for the Property.
(e) The Ministry of Urban Development shall be responsible for administering penalties for industrial violations.
(f) Failed Inspection
(i) This violation is committed when a Property Owner fails an industrial inspection.
(ii) Penalty: Dependent on repeat violations
(1) First Offense: $100 administrative fine
(2) Second Offense: $500 administrative fine
(3) Third Offense: $1000 administrative fine
(4) Subsequent Offense: $2000 administrative fine
(g) Failure to Monitor
(i) This violation is committed when a Property or rental region does not have a public production monitor and public power pylon on every power grid within the Property, or if those power pylon(s) or production monitor(s) are not publicly accessible.
(ii) Penalty: Dependent on repeat violations
(1) First Offense: $100 administrative fine
(2) Second Offense: $500 administrative fine
(3) Third Offense: $1000 administrative fine
(4) Subsequent Offense: $2000 administrative fine

5. Industrial Inspection Guidelines
(a) Inspection Report
(i) MUD shall create and maintain a standardized inspection report used by inspectors. The report must include the property ID, Property Owner, landlord, any recorded industrial violations, and the pass/fail determination.
(ii) The report shall include a scoring system to support incremental improvement.
(iii) An inspection report template is provided with the passage of this bill for MUD to start with.
(iv) A public section of the MUD forums shall host the template and all completed inspection reports.

6. Custodian Duty
(a) MUD must publish a public schedule of all routine property inspections for the first week of the month, including inspection dates, prior to conducting the first routine inspection. Failure to publish the schedule constitutes an offense; if not posted within 3 days, additional offenses will be issued every 3 days until compliance. The schedule must be posted at the earliest available opportunity. Offenses are reset each time a MUD minister is appointed.
(1) Penalty: Dependent on repeat offenses
(i) Any Offense: $500 fine issued to the MUD Minister;
(ii) Fifth Offense: Parliament shall vote on the removal of the MUD Minister. If the vote passes, the Prime Minister shall appoint a successor.
(b) The Ministry of State is responsible for issuing fines to the MUD Minister.

7. Enactment
(a) This Act comes into force immediately upon passage.
(b) All industrial properties shall be scheduled and inspected within 7 days of this bill’s passage. MUD must publish the inspection schedule prior to conducting the first inspection.

How to Pass

- Having a score of 0 in any category results in an automatic failure.
- If any power grids on a property does not have an accessible public power pylon and production monitor, the inspection is an automatic failure.
- If the inspection has not failed for either previous point, a score of 17 or higher is needed to pass.
- Any property with a total grid score of 25 or less across all power grids on a property automatically passes, though the inspection will still occur.

Score Details
Power Source Score - This is the quality of the power in terms of pollution. If the property has only green energy and or power receivers for its power then this score is an automatic 10. If the total grid score of the property is h If there is any non-renewable energy on the property it must be scored normally.​
- Every 10% of renewable energy and glowstone generator energy is worth 1 point.​
- Every 14% of nuclear energy produced via heavy steam generator or steam engines is worth 1 point.​
- Every 14% of hydrogen power produced is 1 point.​
- Every 25% of boiler energy produced via heavy steam generator or steam engines is worth 1 point, so long as the boilers are setup with a battery monitor.​
- All other power sources are not worth any points.​
- This score must be in the range of 0-10​

Power Efficiency Score - This is how well the power is used at the property itself.​
- Are battery monitors or power breakers being used on every dirty power source so that they only turn on when the batteries run low? If no dirty power sources this is treated as true. This is worth 1 point if true.​
- Are Power Breakers in place to turn on and off most power consuming devices? This is worth 0-2 points depending on how many of the power consuming devices are on power breakers. If there is no power consuming devices then this receives 2 points automatically.​
- Is the property using to many batteries? A property may have 10+(Renewable Energy Potential/10) batteries. This is worth 2 points. If the property is over the amount then it receives no points. If the property has no batteries then it receives 2 points.​
- This score must be in the range of 0-5​
Pollution Score - This is how much pollution the property is producing relative to the complexity of its grid.​
- This score is determined by the following formula. Score = (GridScore × 400) ÷ PollutionPerMinute. This is the total GridScore of the property and total PollutionPerMinute of the property. PollutionPerMinute can be found in a production monitor, and GridScore can be found in power pylons.​
- The score is increased by standing at the center of the property and using /mt map with the following formula. Score = Dissipation / 3​
- This score must be in the range of 0-10​

Amendment to the Industrial Regulation Act
Preamble: This bill aims to decouple landlords from their tenants so that they are not held responsible for their renters inspections. It also aims to improve the clarity of the bill as MUD be the enforcer of the IRA, and to clarify the poor wordage allowing these to be viewed as criminal acts performed by an individual by instead imposing these penalties as violations so that it is clear these are not crimes towards an individual. Additionally this bill will properly codify the fines as administrative fees to fully decouple any criminal implications this bill could have held over an individual.

1. Amendments
(a) All amendments shall apply to the correspondingly named section of the original bill.​

2. Industrial Definitions
(b) "Property" A plot or subplot that is either owned or rented by a person or entity.
(c) "Property Owner" The person or entity who owns or rents the Property.

3. Industrial Inspections
(a) Inspectors shall conduct routine inspections of all industrial properties. except those held by the government.
(iii) Only properties with an owner Property Owner are subject to inspection. If the owner Property Owner is on LOA, any pending inspections must be completed immediately upon their return. within 3-7 days of their return.
(iv) Newly purchased industrial properties must be inspected within 3–7 days of sale.
(v) Failing an inspection constitutes a crime under Section 4. Penalties apply per property, and the owner is solely responsible for compliance.
(vi) Inspection outcomes shall be determined using the criteria outlined in Section 6.
(vii) Inspectors may enter a property during an inspection, the property owner may refuse entry. Refusal of entry results in automatic failure.
(iv) The Property Owner may refuse entry to any inspector. Refusal of entry may result in a reduced score on the inspection, at MUD’s discretion.
(v) An inspection is complete once the MUD minister or a Deputy MUD minister has signed the industrial inspections.

4. Industrial Crimes
(a) Any offense against a property is reset during the following events.
(i) The property has passed an inspection.
(ii) The property owner has been declared dead.
(ii) The property owner was evicted from the property for any reason.
(c) Failed Inspection
(1) This crime is committed by a property owner that has failed an inspection.
(2) Penalty: Dependent on repeat offenses
(i) First Offense: $100 fine
(ii) Second Offense: $500 fine
(iii) Third Offense: $1000 fine
(iv) Subsequent Offenses: $2000 fine
(3) If a new owner purchases an industrial property, they inherit the current state of the industrial inspection, this includes its current offense and its next inspection date.
(d) Failure to Monitor
(1) This crime is committed when a property does not have a public production monitor & a public power pylon on every grid within the property for a inspector to use for an inspection.
(i) First Offense: $100 fine
(ii) Second Offense: $500 fine
(iii) Third Offense: $1000 fine
(iv) Subsequent Offenses: $2000 fine

4. Industrial Violations
(a) Violations are held by the Property Owner per Property. Violations are not considered a criminal offense placed on the Property Owner.
(b) The Property Owner is solely responsible for compliance and administrative fine(s).
(c) Any scheduled inspections for a Property shall persist notwithstanding any change of ownership and the new Property Owner is solely responsible for its result and administrative fine.
(d) Violations shall only be removed from a Property if the Property Owner has passed an industrial inspection or if there has been a change in ownership for the Property.
(e) The Ministry of Urban Development shall be responsible for administering penalties for industrial violations.

5. Industrial Inspection Guidelines

9. Crimes
(a) As outlined in the liability section, Property Owners shall be held criminally responsible for any murder or crimes committed by AWS devices on their property, so long as the AWS device is not defending a properly labeled restricted area or engaging in peacekeeper mode in a properly labeled public area. The Ministry of Justice shall be empowered to enforce the crimes listed in this section, not precluding judicial review in court.
(b) Section 4 of the New Criminal Code Act shall be amended to include the following:
(k) AWS Abuse
(i) Offense Type: Misdemeanor
(ii) Penalty: 10 minutes jail time, and a $500 fine
(iii) A person commits an offense if the person:
(1) is the Property Owner of a plot or rental region where an AWS device improperly kills or harms a player
(2) with Property Owner defined as the in-game listed tenant for rental regions or the listed plot owner for plots
(3) and with AWS device defined by the Autonomous Weapons Control Act

(c) Section 10 of the New Criminal Code Act shall be amended to include the following:
(d) Prohibited Device Possession
(i) Offense Type: Misdemeanor
(ii) Penalty: 15 minutes jail time, and a $1,500 fine
(iii) A person commits an offense if the person:

(1) is the Property owner of a plot or rental region where a prohibited AWS device exists
(2) with Property Owner defined as the in-game listed tenant for rental regions or the listed plot owner for plots
(3) with prohibited AWS device defined as any AWS device not accessible through an Autonomous Device License

(4) and with AWS device defined by the Autonomous Weapons Control Act

(d) Section 6(a) of the New Criminal Code shall be amended as follows:
(a) Resisting Arrest
(i) Offense Type: Misdemeanor
(ii) Penalty: Dependent on repeat offenses

(1) First Offense: $50 fine
(2) Second Offense: $100 fine
(3) Subsequent Offenses: $200 fine
(iii) A person commits an offense if the person:
(1) physically prevents or attempts to prevent a law enforcement officer from lawfully detaining or arresting an individual, through force, threats, or obstruction.
(2) uses or attempts to use an AWS device-protected restricted area that the person has access to, to prevent a law enforcement officer from lawfully detaining or arresting an individual.

(e) Property Owners with restricted area AWS devices are responsible for the individuals that have access to those areas.
(i) If an individual uses the restricted area to resist arrest, the Property Owners will be notified the first time it occurs.
(ii) Any future occurrences by the same individual shall have the Property Owner liable to be prosecuted for obstruction of justice.
(iii) Continuing to provide an individual access to a restricted area, after having been notified of the first occurrence, shall be treated as evidence of guilt beyond a reasonable doubt, in court.


(f) Section 6(b) of the New Criminal Code shall be amended as follows:
(b) Obstruction of Justice
(i) Offense Type: Felony
(ii) Penalty: A minimum of 15 minutes jail time, with a maximum of 30 minutes jail time; $500 fine a minimum fine of $1,000, with a maximum fine of $5,000.
(iii) A person commits an offense if the person:

(1) intentionally interferes with or hinders the administration of justice, including but not limited to tampering with evidence, providing false statements, or interfering with the lawful duties of law enforcement or judicial officers.
(2) enables an individual to resist arrest through use of a person's restricted area AWS device protections

10. Industrial Regulation Act Amendment
(a) Section 3(a)viii shall be stricken from the Industrial Regulation Act.

11. AWS Warrants
(a) In order to get an AWS Warrant, the Ministry of Urban Development, or the Ministry of Justice on their behalf, shall follow the following filing structure:

(b) Any District Court Judge may review the request, and shall choose to grant it or deny it on the basis of probable cause (reasonable belief).
(i) If no District Court Judge is available; responds to the warrant request within 72 hours; or if the District Court does not legally exist, any higher-level judicial officer, such as a Supreme Court Justice, may review the warrant.
(c) If the warrant is granted, the Ministry of Urban Development shall not only have permission to search the property, but shall also have permission to confiscate any unauthorized AWS devices found on the property.
(d) The Ministry of Urban Development may not file a warrant against multiple Property Owners at once, but may file a warrant against multiple properties of one Property Owner at once. However, their request must then fulfill probable cause for all properties.

12. Corporate Ownership
(a) In the event the Property Owner of a plot or rental region is a company, all fees shall be directed to the company itself, while all warnings, communications, and criminal time shall be directed to the highest executive of the company (the in-game owner, if there is no easily determined CEO or President of the company).

13. Required Enforcement
(a) MUD is required to enforce the above regulations, including properly collecting ADL fees, investigating allegations of violations, inspecting properties on a once-monthly schedule for violations, enforcing rules, and so on. Failure to collect ADL fees within 7 days of the start of a new month, or to have committed inspections of ADL properties during the month, constitutes an offense; if not completed within 3 days, additional offenses will be issued every 3 days until compliance.
(b) Other offenses may be granted if an individual highlights the failure Ministry of Urban Development to fulfill a responsibility under this law, such as failure to enforce an ADL rule. This determination shall be made by the Ministry of State, only after notice of the failure is given to the Minister of Urban Development, and the Minister has had 72 hours to resolve the failure.
(c) Offenses are reset each time a MUD minister is appointed, including at the end of the term.
(d) The penalty shall be dependent on repeat offenses.
(i) Any Offense: $500 fine issued to the MUD Minister;
(ii) Fifth Offense: Parliament shall vote on the removal of the MUD Minister. If the vote passes, the Prime Minister shall appoint a successor.

(e) The Ministry of State is responsible for issuing fines to the MUD Minister.

Enactment: This Act comes into force immediately upon passage.
