Repeal the Plot Exception Act

Preamble:

The Plot Exception Act creates unequal treatment by granting certain individuals exemptions from the standard plot ownership limit;
Whereas all residents of Azalea Isles should be subject to the same plot ownership rules to ensure fairness and equal opportunity for land ownership.
Therefore, Parliament enacts this legislation to repeal the Plot Exception Act in its entirety.

1. Repeal​

(a) The Plot Exception Act is hereby repealed in its entirety. https://www.cityrp.org/threads/plot-exception-act.3195/

(i) All exemptions and protections granted under the Plot Exception Act shall expire two (2) weeks after the passage of this Act.


2. Compliance Period​

(a) Any player owning more than the maximum number of 10 plots permitted under the Plot Regulation Act shall have fourteen (14) days from the passage of this Act to reduce their holdings to the lawful limit.

(i) During the compliance period, affected players may sell, transfer, or otherwise dispose of excess plots.

(ii) Affected players shall not purchase or claim any additional plots during the compliance period.


3. Enforcement​

(a) Upon expiration of the fourteen (14) day compliance period, all players shall be subject to the plot ownership limits established by the Plot Regulation Act.

(i) Any player who remains above the lawful plot limit after the compliance period shall be required to immediately comply with the Plot Regulation Act and may be subject to enforcement actions as prescribed by law. https://cityrp.org/threads/plot-regulation-act.3059/#post-4453
(c) Should any individual be in violation of plot ownership limits, they shall first be warned and be given 14 days to rectify the situation. The most recently acquired plot(s) that put the individual over the limit may be shut down by the Ministry of Urban Development for the duration of this period.
(i) After the 14 day period elapses, the individual will be fined $2,500 per violation (so $5,000 for being at 12 plots, etc.).

(ii) If, 7 days after the 14 day period has elapsed, the individual still is in violation, they will be fined $5,000 per violation.
(iii) If, 7 days after the $5,000 fine and 14 days after the first 14 day period has elapsed, the limit is still being violated, the extra plots may be seized by the Ministry of Urban Development.



Enactment: This Act comes into force immediately upon passage. The repeal and enforcement provisions shall take effect fourteen (14) days after passage.
