Type: Act of Parliament
Preamble: Establishes the National Honours System in order to increase the amount of awards and give them a more practical use that is just not money.
1. Short Title and Enactment
(a) This Act shall be officially cited as the "National Honours and Awards Act."
(b) This Act comes into force immediately upon enactment
2. Establishment of the National Honours System
(a) There is hereby established the official National Honours System of the Azalea Isles.
(b) All awards under this Act shall be formally conferred by the Prime Minister on behalf of the Government and people of the Azalea Isles.
(c) The Prime Minister may confer awards during official national holidays, at the end of a parliamentary term, or during the State of the Isles Address.
3. Award Tiers and Quotas
The National Honours System shall consist of four (4) distinct tiers of awards:
(a) Tier 1 — The Grand Order of Azalea (GOA)
(i) The highest civilian honor of the nation, reserved for extraordinary lifetime service, national heroism, or transformational leadership.
(ii) Term Quota: The Prime Minister may confer a maximum of one (1) Tier 1 award per Parliamentary term.
(b) Tier 2 — The Distinguished Service Order (DSO)
(i) Awarded for distinguished, exemplary, and sustained contributions to the state, civil service, arts, economy, or legal system.
(ii) Term Quota: The Prime Minister may confer a maximum of three (3) Tier 2 awards per Parliamentary term.
(c) Tier 3 — The Medal of Merit (PMM)
(i) Awarded for notable achievements, dedicated community service, or meritorious conduct in public or private life.
(ii) Term Quota: There shall be no limit on the number of Tier 3 awards conferred per Parliamentary term.
(d) Tier 4 — The National Civic Commendation (NCC)
(i) Awarded to recognize outstanding civic deeds, volunteer work, public bravery, or dedicated community involvement.
(ii) Term Quota: There shall be no limit on the number of Tier 4 awards conferred per Parliamentary term.
4. Eligibility
(a) Any citizen of the Azalea Isles is eligible to receive an honor under this Act.
(b) A citizen may hold multiple awards across different tiers, but no citizen may receive the same tier of award more than once.
(c) Awards are granted for life, but may be revoked by simple majority by parliament upon a recipient's conviction of a felony or capital crime.
5. Official Signatures
(a) Recipients of any tier under the National Honours System are granted the legal right to style their names with the corresponding post-nominal letters in all public, professional, judicial, and government contexts.
(b) Post-nominal designations shall be formatted as follows:
(i) Tier 1 recipients may append ", GOA" (Grand Order of Azalea) to their name.
(ii) Tier 2 recipients may append ", DSO" (Distinguished Service Order) to their name.
(iii) Tier 3 recipients may append ", PMM" (Prime Minister's Medal of Merit) to their name.
(iv) Tier 4 recipients may append ", NCC" (National Civic Commendation) to their name.
(c) Post-nominal honors may be used in official signature blocks, forum signatures, courtroom appearances, parliamentary motions, and legal documents (e.g., "John Doe, GOA" or "Jane Smith, PMM").
(d) Any individual who falsely claims, signs with, or displays post-nominal honors they have not legally received shall be guilty of Stolen valor
6. Honours Roll
(a) The Prime Minister’s Office shall maintain a permanent and publicly accessible registry known as the "National Honours Roll" published on the official government forums.
(b) The registry shall record the name of the recipient, the date of conferral, the conferring Prime Minister, and the citation explaining the reason for the award.
7. Amendments
Section 6 of the NCCA shall be amended as follows

(i) Offense Type: Misdemeanor
(ii) Penalty: Dependent on repeat offenses:

(a) The National Honours Act shall be repealed in its enterity

(n) Stolen Valor
(i) Offense Type: Misdemeanor
(ii) Penalty: Dependent on repeat offenses:
(1) First Offense: 10 minutes jail time; $500 fine; immediate removal of false titles and post-nominals
(2) Second Offense: 15 minutes jail time; $1,000 fine; immediate removal of false titles and post-nominals
(3) Subsequent Offenses: 20 minutes jail time; $2,500 fine; mandatory ban from receiving any national honors for six (6) months
(iii) A person commits an offense if the person:(1) knowingly and falsely claims, states, or represents themselves verbally, in writing, or in electronic communications as having been awarded any medal, honor, or decoration under the National Honours System; or
(2) signs off their name, appends to their signature, or publicly displays any official post-nominal letters, titles, or abbreviations associated with a state honor (including but not limited to GOA, DSO, PMM, NCC, or equivalent statutory awards) to which they have not been lawfully conferred; or
(3) uses false honors, medals, or unearned post-nominals with the intent to deceive others, gain unearned social prestige, secure employment, or obtain any public or private benefit.
8. Repeals
(a) The National Honours Act shall be repealed in its enterity
