TO
AMEND THE ELECTION MAP REQUIREMENTS ACT

Preamble: This amendment has been written to address concerns with parliament gerrymandering the districts before the election, by increasing the time between the district drawing period and the electoral period there are protections in place to address these concerns.


2. Map Creation & Implementation
(a) The Ministry of State, as outlined in the Amendment to Government Structure Act, shall be responsible for drawing electoral districts. Their proposed maps for each election must then be submitted to Parliament for a vote.
(i) This includes deciding on proportional versus winner-take-all classification for each district, and whether to have an at-large district.
(b) In order for a map proposal to pass, it must receive a ⅔ majority of votes cast.
(i) Map proposals are not laws and as such will not need Crown assent to become law.
(c) Maps cannot be changed after the candidacy period for an election opens. If maps are voted into law after the candidacy period begins, the maps from the prior election are used.
(i) Parliament may also choose not to adopt new maps for an election. If no maps are voted on or successfully passed before the new election period, the existing maps stand.

3. District Manipulation
(a) The Ministry of State may not intentionally draw the maps to favor a political party or a politically engaged group, or ideology.
(b) If individuals within the Ministry of State are found to have intentionally drawn the boundaries in such a way as to favor a party or group, they may be prosecuted for Undermining Democracy. If found guilty, this is to carry a minimum penalty of $5,000 for less egregious violations and a minimum penalty of $10,000 for more egregious violations. It is also to carry a minimum penalty of 45 minutes in jail, and the individual is to be barred from serving in the Ministry of State for at least four months time.
(c) Map changes may not be proposed, nor voted on during an electoral period or within the two weeks preceding.

Enactment: This Act comes into force immediately upon passage.
